Why is Madhesh backward in development? What is solution?

Madhesh is one of easy place to develop in all fields like road network, electricity network, mobile network, water network etc. but also Madhesh is backward in all the field of development. I think it may be because it is madhesh not pahaad and himal. All people's from all the parts are paying equal taxes to the government but development are only for hills and mountains, why?
As we know now Madhesh is backward in development because it is madhesh. And one very important reason for less development in madhesh is that people from pahaadi community won the election from madhes and donate their contribution to hills and mountains because they says that they are paahadi not madheshi and all paahadi voice should be one. Actually they are teaching good lesson to the madheshi that unity make strong not the single, but unfortunately madheshi are educated but can't learn this lesson. Many PM  were from Madhesh but no interest of madhesh what to do?
What a interesting logic if madheshi are quite by bowing head down than they are good Nepali but if they ask for development and rights than they are indians, wow!.
How many ministers and priministers had thought for madhesh and madheshi except for vote, no one. Madheshi thought if we will choose madheshi leaders they will develop madhesh for future of madheshi, but condition remain. There is one nice saying in nepali jun jogi aaye pani kaanai chireko the condition is similar for madheshi, even madheshi leaders were for only money. Now the voices has begin to make a separate country Madhesh. A powerful leader in madhesh Dr. CK Raut is rising voice for independent Madhesh. Not only Dr. CK Raut but also many peoples had started rising the voice. So at the end after loosing the hope to get right from all the sides madheshi had started to rise the voice of independent nation, independent life, independent voice, independent use of tax and complete freedom.
